Meet the man who helped decriminalise drug use in Portugal.
In 2001, increasing heroin overdose deaths presented the Portugese government with a public health emergency. Their response was to decriminalise all drugs in small quantities whilst increasing investment into treatment services.
Portugal’s overdose death rate dropped significantly and is now just 0.35 per 100,000 capita – twenty times lower than in Australia. This is a unique chance to meet Manuel Cardoso the man who made it possible.
